WR Targets Are Down Since 2015. Playing Time Isn't the Reason.
Starting receivers are on the field as much as ever and catching a higher share of what comes their way. They're just getting thrown to less.

The quick answer
Starting wide receiver target volume has fallen in every era since 2015 — from 7.15 targets a game in 2015–18 down to 6.82 in 2023–25 — and receiving yards per game followed it down. That is not a playing-time story. Snap share for the same group has held flat and high, around 78–79%, in the three-year window we can measure it. Catch rate climbed from 61.6% to a 64.0% era average (64.9% in 2024). Put together, that is a passing offense spreading throws across more bodies, not receivers losing their jobs. 2025 posted the sharpest single-year drop in true alpha volume of the whole eleven-year sample.
What actually moved, and what didn't
We pulled every starting wide receiver season from 2015 through 2025 — the top 64 by targets each year, roughly two per team. Comparing three eras:

PPR points are nflverse board scores, not NextDyne Engine league scoring. Per-game rates compare 16-game seasons (through 2020) with 17-game seasons fairly.
Every volume number in that table points the same direction. Targets down. Yards down. The share of starters getting a true alpha workload — 8 or more targets a game — down from 30.9% to 27.6%. Yards per reception is basically flat (13.11 to 12.79), so this is not receivers trading deep shots for the same number of short ones. They are getting fewer targets, period.
Catch rate went the other way: 61.6% in 2015–18 to 64.0% now. If receivers were losing playing time or getting phased out of game plans, you would expect catch rate to hold flat or dip alongside targets, not climb. A rising catch rate on falling volume is what you see when the throws that remain are more selective.
Snap share is the number that rules out the obvious explanation
For 2023–2025, the top-64 receivers by targets played a median of 79.4%, 79.5%, and 77.6% of offensive snaps. That is essentially every meaningful snap, and it has not moved. If starting receivers were being replaced on the field by running backs or tight ends in more packages, snap share would be the first number to drop. It is not dropping. These players are on the field the same amount as ever — they are just not getting the ball as often once they are out there. Snap data only goes back three seasons in our file.
That points toward a distribution shift rather than a WR-specific decline: more bodies competing for the same throws. We do not have personnel groupings in this database, so we cannot prove 11 vs 12 vs 13. What we can show is snaps held while targets fell. Pass-catching backs and tight ends absorbing a bigger slice of the pie is the read that fits, not receivers coming off the field.
2025 is the year to watch. The share of starters hitting 8+ targets a game dropped to 23.4%, down from 29.7% in 2024 — the single sharpest year-over-year drop in the eleven-year series. Next Gen Stats for the same season shows median separation down (2.96 to 2.77 yards) and intended air yards up (11.07 to 11.61). Receivers got covered a bit tighter on slightly deeper looks. That is a two-year NGS sample, not a decade trend — a flag to revisit once 2026 exists. The 2025 target dip was not a durability story: 73.4% of this group played 15+ games, in line with the decade, unlike the RB group's healthiest-ever 2025.
Draft capital is a far weaker signal at this position than at running back
Round 1 running backs hit a 1,000-yard season 91.7% of the time. Round 1 wide receivers hit it 51.5% of the time — 17 of 33 from the 2015–2022 classes. That gap should change how much confidence a first-round WR pedigree buys you in dynasty.

The shape of the drop matters too. At running back, the cliff sits between Rounds 2 and 3 — the first two rounds both hit at a strong rate, then it falls off. At receiver the decline is stepwise: 51.5% to 34.1% (a 17-point drop) to 24.2% (another 10). There is no safe first two rounds the way there is at running back. Even a true first-round receiver is closer to a coin flip than a lock.
What this means if you're building a dynasty roster
Don't read a target dip as a role dip without checking snap share first. If a receiver's targets fall but he is still playing 75%+ of snaps, the offense's target distribution changed around him — a new pass-catching back, a rookie tight end — not necessarily anything wrong with him. Check who is absorbing the difference before writing off the player.
Treat the 8+ target threshold as your alpha-volume gut check, and watch it more than raw totals. The era average drifted from 30.9% to 27.6% of starters clearing that bar, and 2025 dropped hard to 23.4%. A receiver who still clears 8 targets a game in a league where fewer players do that is holding rarer real estate than the same count would have represented a decade ago.
Discount first-round pedigree as a safety signal at receiver relative to running back. A first-round WR misses 1,000 yards in a career-best season almost as often as he hits it. Lean more on what he has actually done — target share, catch rate, yards after the catch — than on draft slot alone. Same idea as the QB volume piece: check the job, not the myth.
